The storms did not change the U-value but the infiltration is certainly less. I am in the process of restoring my siding and will do additional repairs and sealing. It just makes no sense to replace on an old home unless the windows are completely falling apart. Time is terrible to many replacement windows, particularly vinyl ones. If you have someone nearby that can service your wood ones, I would recommend it. There are also interior storms that can be put in if you want yet another layer of protection. The storms are not cheap though - but they look and work great. The only thing I may recommend (though I have yet to do it myself) is some very thin weather stripping for additional protection against air infiltration.
